In 2009, China’s central government designated the first batch of 13 universities as national bases for cadre education and training, and RUC was among them. As a national level cadre education and training university base, the main task of the base of RUC is to complete professional training tasks for the central and national government officials, officials from the Ministry of Education and directly affiliated units, officials from Beijing municipal government agencies and directly affiliated units. The base also undertakes training tasks entrusted by other central ministries, central enterprises and financial institutions, provinces, cities, and counties. By 2024, the base has hosted nearly a hundred sessions national high-level cadre training programs, with nearly 9000 trainees.

As national base for cadre education and training, RUC has also implemented various public welfare training programs. For example, RUC allocates special funds every year to host free training for local government officials in Lanping County, located in remote mountainous areas of Yunnan Province. The base regards helping remote local governments cultivate poverty alleviation and rural revitalization cadres as its important social responsibility. 387 local government and rural management personnel in Lanping County have been trained by the base in recent years.
